Public Notice - 2025 Proposed Increase to Water and Wastewater Rates

The Council of the Town of Greater Napanee intends to consider a by-law to approve the 2025 Operating and Capital Budget and corresponding 2025 Utility Rates at the Regular Council Session on January 14, 2025. The meeting will be held beginning at 7:00 p.m. in Council Chambers at Town Hall, 124 John Street, Napanee, and will be livestreamed via the Town’s YouTube channel.

This proposed 2025 Utilities Budget includes an increase of 5% to customers connected to the municipal water and wastewater services. This increase will result in a financial impact to the average (24.8mᵌ) customer of $10.76 bi-monthly. The 5% will contribute to the Town’s portion of a new $70 million wastewater plant schedule for construction. To fund the plant, the Town will need to take on $21 million of debt, which will result in up to $1.3 million in annual repayments. By law, all funding for wastewater infrastructure must be paid through water and sewer rates.

The proposed budget includes adjustments for inflation, continued capital infrastructure investment, and funding toward the multi-million-dollar upgrade to the Water Pollution Control Plant, which is expected to be operational in 2027. A detailed project funding plan with the long-term debt impact will be presented to Council in early 2025.
