Base Rate: Proportional to the size of connection, this charge pays for water and sewer fixed expenses which includes general operating costs, laboratory supplies and testing, meter reading and administration costs based on the potential demand on the existing system capacity. These fixed charges are not significantly affected by volumes treated or conveyed.

Consumption Charge: Covers the variable costs of treating and supplying a metered quantity of water and wastewater. Examples of variable costs include electrical costs for pumps and process equipment, and treatment chemical costs. The more water used, the higher the consumption charge.

Capital and Maintenance Surcharge: Provides funds to maintain and renew the existing system. Examples include replacement or repairs of pumps and process equipment and/or inground infrastructure, and building maintenance.
