As a member of Council of the Town of Greater Napanee, there is a Council & Local Boards Code of Conduct that is expected to be followed. If a member of the public believes that a member of Council has broken the Council & Local Boards Code of Conduct, they are asked to refer to the Code of Conduct Complaint Protocol for information on how to file a complaint.
Town of Greater Napanee Council consists of the Mayor, Deputy Mayor and five members Council (one elected in each ward) who are elected every four years.
The Mayor and Council decide on policy matters for the Town of Greater Napanee.
Council's term of office began on December 6, 2022.
Terry Richardson was born and raised in Napanee, being a fourth-generation family to live, work and raise a family in the community. He attended both public and high school in the Napanee area, subsequently graduating from Napanee District Secondary School in 1982.
Terry was, and still is, very active in local community sports, playing for All Ontario Championship softball and hockey teams. He served as the captain of a number of these teams, including the Napanee Junior "C" hockey team. His competitive hockey concluded after playing for the Loyalist College Varsity hockey team.
In 1984, Terry continued with his post-secondary education, attending Loyalist College in Belleville, Ontario, successfully obtaining a Diploma from Loyalist College in the Law and Security Program.
In 1986, Terry embarked on a successful career in the Policing field, having served with both the Peel Regional Police and the Ontario Provincial Police, later retiring in 2016. Terry served in several capacities in the Policing field, from uniform patrol and administrative court duties to many specialized functions, ranging from drug undercover work, large-scale joint forces criminal investigations, and property and rural agricultural crime investigations.
In 2018, Terry participated in the 2018 Municipal election, running for Councillor of Ward 2, Greater Napanee. He was successful in obtaining the Ward 2 Council seat, subsequently sitting on several Committees of Council during that time. These included the Cataraqui Conservation Authority, Committee of Adjustment, Physician Recruitment Committee, Municipal Heritage Committee, Property Standards Committee, and Council alternate for the County of Lennox and Addington.
Terry and his wife Charyl have two grown sons and one beautiful granddaughter.

Brian Calver was born and raised in Greater Napanee and went to The Prince Charles Public and Napanee District Secondary School. He later attended Loyalist College for Welding & Machine Shop.
Brian is following in the footsteps of his two uncles Frank (Bud) Calver and Ernest Marshall who both served on Town and County Councils in the community for several years.
Brian has been involved in many community projects such as the fish hatchery at Springside Park and has been on the board of directors for over 20 years with the Napanee and District Rod & Gun Club. In 2017, he earned his Black Belt in karate and is an instructor at the Napanee Karate Club. Brian also has a passion for the outdoors and enjoys fishing, camping, archery, and making maple syrup.
Brian started work at a young age cutting grass and shovelling snow for seniors. In 1986 he took a job at Davis & Davis in Napanee where he learned the importance of customer service in serving the agricultural, industrial, construction, and automotive industries.
In 1999 Brian and his wife Monique purchased Davis & Davis from Howard and Carol Davis and continue to operate it today with sons Ryan & Alex looking after fourth generation customers.
Brian has very strong ties in and around the area and is looking forward to serving the community for many years to come.

Dave began his first term of council in 2018 and is fortunate to represent the residents of Greater Napanee again for the next term.
Dave is a lifelong resident of Greater Napanee and has lived in various wards which has allowed him to have a good understanding of the geographics and demographics of Greater Napanee.
Dave has been a full time Realtor with Century 21 since 2007 and in 2020 was the President of the Kingston and Area Real Estate Association.
Dave’s hobbies include golf, boating, and giving back to the community by volunteering.

Bob moved to Napanee with his wife Carolyn in 2009 after spending thirty-five years Policing in the City of Hamilton. Bob’s son resides in Brantford and has three teenage daughters. Bob fell in love with the area and decided to retire and move to Napanee after coming here for over twenty years to visit his brother-in-law who was a soldier in the Canadian Armed Forces.
Bob has always had a keen interest in politics and was an elected official for twelve years on the Hamilton Police Association. Bob is involved with his church Mary Magdalen, Napanee Legion Branch 137, and Union Lodge No. 9.
In 2018 and 2022, Bob ran for and was elected as Councillor in Ward 4. Bob will continue his open communication and transparency with taxpayers. His door is always open so please feel free to call, text, email, or talk to him in person. Again, he is here for you the taxpayer.

Bill was born and raised in Greater Napanee and attended school in the area. He has been married to his wife Diane for 51 years and they have two children and two grandchildren. Growing up Bill was an active member of the hockey and ball community and has coached both ball and hockey over the years. He also served as an executive with Napanee Minor Hockey and is a member of the Napanee Legion.
Bill and his wife started and ran a business in Napanee for 12 years. He has recently retired from a career in real estate of almost 30 years.
Bill is humbled and honoured to represent the taxpayers of Greater Napanee and is excited to do the work of the people in this great community. He pledges to make decisions based on common sense and with modern thinking and technology in mind. Bill will always keep in mind the history and unique aspects of the community when making decisions.

The Town of Greater Napanee recognizes a Member of Council’s right to take leave for the Members’ pregnancy, the birth of the Member’s child or the adoption of a child by the Member in accordance with the Municipal Act, 2001.
Policy Statement
The Town of Greater Napanee recognizes a Member of Council’s right to take leave for the Members’ pregnancy, the birth of the Member’s child or the adoption of a child by the Member in accordance with the Municipal Act, 2001.
Purpose
This policy provides guidance on how the Town of Greater Napanee addresses a Member’s pregnancy or parental leave in a manner that respects a Member’s statutory role as an elected representative.
Application
In accordance with Section 270 of the Municipal Act, 2001, this policy applies to Members of Council.
Definitions
Pregnancy and/or Parental Leave: an absence of 20 consecutive weeks or less as a result of a Member’s pregnancy, the birth of a Member’s child or the adoption of a child by the Member in accordance with Section 259 (1/1) of the Municipal Act, 2001.
Procedures
The Town of Greater Napanee supports a Member of Council’s right to pregnancy and/or parental leave in keeping with the following principles:
A Member of Council is elected to represent the interest of their constituents.
A Member’s pregnancy and/or parental leave does not require Council approval and their office cannot be declared vacant as a result of the Pregnancy and/or Parental Leave.
The Member is entitled to continue to receive communication from the Town(Council packages, email, meeting invitations), as if the member were not on leave, in accordance with the wishes of the Member.
A Member of Council on Pregnancy and/or Parental Leave reserves the right to participate as a Member at any time during their leave.
A Member of Council on Pregnancy and/or Parental Leave shall continue to be paid and continue to have expenses paid in accordance with any Council expense policy.
Where a Member of Council will be absent due to a Pregnancy and/or Parental Leave the Member shall provide written notice to the Town Clerk outlining the expected duration of leave including a potential start date and return date. It is understood that under emergent circumstances, a Member may not be able to submit the appropriate notice before the Leave commences. Each Member shall nonetheless endeavor to provide the appropriate notice in advance of any Leave or as soon as possible after commencing the Pregnancy and/or Parental Leave. The Town Clerk will provide the Mayor/Designate and Human Resources with a copy of any written notice. Council shall make temporary appointments to fill any vacancies of the member to Committees, Boards, Task Force, Project Teams or other meetings or activities of the Member. Notwithstanding, at any point in time during a Member’s Pregnancy and/or Parental Leave, the member can provide written notice to the Town Clerk of their intent to lift any of the Council-approved, temporary appointments. The Member shall inform the Town Clerk, with proper notice, on any changes regarding their return date.
Exclusions
This policy does not apply to Town staff, members of Local Boards/Committees or The Town of Greater Napanee Police Services Board.
Section 270 of the Municipal Act, 2001, as revised by Bill 69 requires that the Town adopt and maintain a policy with respect to the pregnancy and parental leaves of Members of Council. The Town Clerk shall be responsible for monitoring the application of the policy
