Community & Corporate Services provides a range of services that requires close collaboration with internal and external customers to support Town initiatives and provide accessible, transparent and proactive communications to the community. It also supports a safe, healthy and engaged workforce and the management of the Town's information technology systems.

Financial Services provides interdepartmental support and public interfaces that promote the effective, efficient, and transparent operation of the Town to ensure fiscal responsibility and good stewardship of the Town's assets. This is accomplished by providing long-term financial planning, annual budget development, property tax  collection, treasury and cash management, purchasing expertise and administration, as well as statutory financial reporting.

Emergency Services is responsible for ensuring the Town is prepared for, and able to manage, small and major catastrophic events, whether human-made or natural disasters. Emergency Services provides critical services that help keep the community and residents safe. Their firefighters serve the Town through excellence in emergency management, fire prevention, education, and emergency response.

Growth and Development provides a range of services relating to land development as directed by the Official Plan (OP) and the Town's Strategic Plan. The department strives to build a sustainable community, bring people together through public spaces, and develop neighborhoods that foster Greater Napanee's small-town character and sense of connection. It also works to integrate environmental protection into planning to ensure the Town is compliant with regulations and enhances its natural assets.

Infrastructure Services is responsible for the planning, maintenance, operation and construction related to our road networks, utility bill calculation and collection, water, sewer and storm water systems, and waste disposal. In addition, the department oversees major capital infrastructure projects.

The Legislative Services department provides support to Council, Town committees, the Chief Administrative Officer (CAO), and the public through the administration of the Town's governance model, the provision of friendly and responsive customer service, and the delivery of programs associated with local government administration. The department also ensures that the Town adheres to provincial legislation, such as the Municipal Act, 2001 and the Municipal Freedom of Information and Protection of Privacy Act, the Municipal Conflict of Interest Act, and others.

The CAO is responsible for the day-to-day operations of the Town and oversight of its corporate departments and divisions in accordance with the objectives, policies, and plans approved by Council. The CAO provides organizational leadership to all Town staff and departments in accordance with the objectives, policies, and plans approved by Council.
